Where are some places that we could build a nuclear fusion reaction, and what might be some negitive side effect of building a fusion reactor?

Take your pick there are currently no viable fusion reactor designs.
If there were a reactor that put out more energy than it took in you could build it just about anywhere.
For that fact you can build your own small scale reactor in your room.
The only negative effect is that after a very long time the reactor becomes radioactive but in a way that is not harmfull and would only remain as such for a max of 100 years.

We could build a fusion reaction in the middle of our enemies' cities. That's about the only significant fusion reaction we can make now because containing plasmas at fusion temps is quite difficult. But plasma scientists are working on it (fusion power has been "20 years away" for the past 50 years), so they may yet succeed. Once you figure out how to make containment possible and commercially practical, fusion reactors should be much cleaner than fission reactors.

You can't build a sustainable nuclear fusion reactor since the plasma cannot be contained in any physical material and the magnetic bottles that they are trying are unstable. As and when they succeed, you will have it.

ITER is the experiment to build a sustainable nuclear fusion reactor. It stands for International Thermonculear Experimental Reactor and is coming up in France.

Who are we? A nuclear power plant can be constructed anywhere that is approved bt the NEC. If a melt-down occurs the side effects can be painful.

Any place is good and no side effect.

But it's not easy to build :-)
