I've been quoted $265 for the parts, but the labor charges seem to be inflated? What is the labor fee and standard recomended time for a clutch replacement on a 1997 Honda Civic EX?

The Mitchell flat rate time is 4.3 hours, plus .3 if cruise interfers, .3 if power steering interfers and .2 to replace the pilot bearing. Labor rate depends where you live at.
