Because, just like in the US, not everyone agrees on what should be done. And they have long established racism that hurts their ability to work together. They have no experience with Democratic style of government either. ~2003 their country was turned upside down, and they are trying to put it back together. Expect it to take longer than 4 years.

Because members of that government are divided religiously just like the rest of the country.
You will never get a Sunni to obey a Shi'ia - or vice versa. The rivalries are hundred of years old......
That's why the Iraqi "army" doesn't "stand up so we can stand down". You'll never get an Iraqi Sunni to take down another Sunni...or a Shi'ia to take down a fellow Shi'ia.
It is so sad that our current idiot didn't know a little more about a culture that exists in Iraq before he invaded it.

There government has only been in power for 2 years. If you compare them to other newly formed governments, they are doing a great job. If you are trying to compare them to our government, you are forgetting that ours has been working for over 200yrs. We put benchmarks on our congress last Nov. to end this war. Have they met that benchmark yet. Could our congress meet the same type of benchmarks we are expecting the Iraqi government to? I don't think so, and we've got the experience.

How are they supposed do something they don't understand? If consideration of Iraq's history and culture were given previous to the invasion things may be going better. With the civil war raging and the other obstacles they face. What do we expect? Maybe I am looking at this in a simple frame of mind. Oh well it's what I think.

Because Iraq is not a real country, it was created by Europeans drawing a line on a map. They do not see themselves as having common interest and see the war as a struggle about who gets to replace Saddam.

I dont think the global community is even providing them the opportunity for them to do it. Too many people involved in making decisions on what is good for them!
