I live in PA, just received the federal census in the mail with a note on the envelope that says it's mandatory to complete and return. It's 28 pages long and asks lots of personal questions.

Has anyone else received one? I don't want to complete it, but don't want to get in trouble either.

The US Federal Census, as required by Article 1, Section 2, Paragraph 3 of the US Constitution, is conducted every 10 years. The next Census is due to occur in 2010. I seriously doubt whatever you just received is legitimate. It may be the latest scam to obtain personal information.

Our government only has a census every 10 years. The last one was in 2000 - the next will be in 2010.

Somebody is trying to get your personal information. I'd take the mail back to the Post Office.
