If we adopt the usual view, that the universe includes all of the matter and energy that exists, then outside the universe there is neither matter nor energy.
You and I are 'outside' of the 'universe' in your fingertip, and it is therefore not a universe in the same sense.
Extremely small scale dimensions, too small to observe, would also NOT be universes per se.
Neither would they be 'parallel' universes.
Parallel universes, if they exist (and I don't believe that they do) would not occupy a space, however small, 'within' our universe, but would be, as the name suggests, 'parallel'.

Yes, indeed. It has been my personal observation that patterns in nature and in our 4D universe clearly suggest that all matter and forces that we commonly associate with reality, was simply scaled up in a fractal fashion by nature from the quantum effects of the singularity.
Yes, there are universes within the atom, in my opinion. It is the same as a virus or bacteria inside your body. If a virus or bacteria could see and understand---they would view the inside of your body as an infinite universe. So it is with all systems from the Planck distant to infinity.
The fractal patterns are the same.

Way to go Bekki...may the force be with you and watch out for the MIB. She is, of course, referring to scifi's Star Wars and the Men in Black.
But we can think outside the box and examine some ramifications of string/M theory to find possibilities (not probabilities) of universes within our fingertips (and other places). And string/M theory is not scifi, even though it is not really a theory either.
Parallel universes is what I'm suggesting. String/M theory posits the possibility of higher dimensions, higher than our four in our observable universe. And, based on those higher dimensions, some string/M theorists have suggested other, unseen universes might lie in those higher dimensions.
One slant on those higher dimensions is that we cannot see or otherwise perceive them because they are wrapped up into very tight, very tiny coils. So, in effect, they exist within the four dimensions (e.g., x,y,z, and time) of our known universe. So they could very well be within our fingertips, our hair, our teeth, etc. [See source.]
Another slant is that we are in the universe with the tiny dimensions and the other universes are comprised of HUGE dimensions extending beyond the boundaries of our universe. In which case, we might be inside someone's very big fingertips...and that someone would be asking "are there really universes inside our fingertips?"
