Both are very illegal.
If you're in the UK both you and the company you work for could be heavily fined!
As you know your tacho is subject to regular inspections and checked against your working hours.
Maybe try driving for cash! As long as you don't attract the police by driving too fast or too slow....but how would you know?
The only thing you can do is report it and refuse to drive it until it's sorted. I drive for a living and I wouldn't take a fine because of poor company practises.

No You must have a speedo even in a private car and a tacho is open or inspection by the authorities

I really don't know if it is legal, but I suspect you are more likely to receive a citation for speeding. I am positive not having a working speedometer is NOT a defense.

No!!!!!!!!! What are you doing driving a potential killing machine on our roads if you don't know the answer to that? God help us all! As for Mr Beestings answer, it seems that your not the only one. Its all the potential victims of a possible accident caused by speeding or tiredness due to the malfunction of the instruments on the vehicle. Get them fixed!

Not its not. Its illegal to drive any vehicle when the speedometer is not working.

no, you need to report it to the transport manager and refuse to take the vehicle out, you will be held responsible for all the vehicles defects including balding tyres and out of date tax discs. it is the drivers responsibility to ensure that the vehicle is roadworthy.

You're not going to like this answer, but I think it's up to the driver of the vehicle to determine if the operation of the vehicle is unsafe......It's his/her life that's at stake.

Doubtful, but it depends on which state you are driving in. Also, in some states this will pass inspection, some states not.
