Contact your local Immigration Department. Can be done via the internet http://www.uscis.gov (US Citizenship and Immigration Services), or by going there personally.
If you cannot be bothered to do that, you can hire an immigration lawyer; but the "as soon as possible" clause will not apply.
Requirements:
birth certificate, school records, records of your communication, money and time.
One more thing: please treat her with respect. She is willing to leave her family and homeland to be with you. She deserves all the respect that you can give.

Petitioners Birth Certificate
Proof of relationship and meeting like hotel and airline receipts, phone bills, photocopy of passport stamps when you met visited her

Then when she receives her visa package

Get her medical

If you want to get her there as a Fiancee..
First you have to come to the Philippines and meet her in person. Take a lot of Pictures together.
Then you go back to the States and file the papers, prepare to show bank accounts, Income, pay for her trips to Manila for interview & medical, hotel room for her and at least one other, they never go anywhere alone. If you do meet all the qualifications be prepared to wait at least 4 to 6 months.
If you don't have an income of at least $20,000 per year, forget it, you don't meet the qualifications of the U.S. Immagration to take a wife to the states.
Be prepared to spend at least $10,000 US Dollars for your trip to the Philippines and back to the States, and all the paper work and travel to get paper work for said visa.
There is no way you can get her there on a tourist Visa.
Really, if you can't afford a new computor you really can't get a fiancee or wife to the States.

for my section, i could merely pass on. Contact immigration. But I warn you, please be careful. I have known men who have done this out of the love in there heart, like you, and they end up alone after paying a hefty bill only to be left for a richer man.

You would have to talk to a lawyer who handles INS cases. I work at a lawyers office and thats pretty much what I do...fill out the docs.

Be careful. I think if you sponsor someone, even if you later get divorced you could still be responsible for supporting them, maybe even for 10 years! Also, if you bring her over, be prepared to bring over ma, pa, and all the rest! Good luck.
