reducing effect means gaining electrons (e-) opposite of that is oxidation which is loss of (e-) it doesn't seem to make sense that reduction is a gain of (e-) intuitively you would think that reduction is a loss of (e-) but don't think about it as (e-) loss or gain but charge electrons have (-) negative charge so if you lose and (e-) you are losing a negative charge therefore you will get a higher number example if you have the number 0 and lose and e- you have lost negative one so 0 + (-1) = -1 so your charge number is reduced (going down in charge)

the exact opposite is oxidation 0 - (-1)= +1 now the charge number is higher in charge and shows a loss of (e-)

I know this sounds confusing but i hope it helps
