Yes.

The northern portion of Ohio, especially the Cleveland area, falls into the Inland North/Great Lakes category. The Cleveland accent is similar to the accents found in Detroit, Chicago, Syracuse, Rochester, Buffalo, etc. However, as in most cases, there are subtle differences, but since it has adopted what is called "The Northern Cities Vowel Shift", the accents are all very close in nature.

The middle of Ohio falls into the Midland category, and there is a significant difference in the way people from Columbus speak compared to their northern neighbors in Toledo and Cleveland. However, I have noticed that many natives from central Ohio have been influenced a bit by their neighbors in southern Ohio. This is not true in all cases, but central Ohio clearly lacks the Northern Cities Vowel Shift and can often sound a bit more "southern" than say Peoria, Illinois. The same goes for parts of central Indiana, where many speakers have been slightly influenced by their neighbors in southern Indiana, and have not adopted any features of the Northern Cities Vowel Shift.

Southern Ohio is technically in the Midland, but it is often grouped into the Southern Midland dialect group. This area has heavy influences from the Upper South, and they are most common around the border of Kentucky and West Virginia.

It would probably sound like a regular Midwest accent since Ohio is part of the Midwest?

It's not a very distinct accent, but they say there is a midwestern accent.
