Habitat for Humanity in Canada provides housing for people with children. They dont for single disabled people or the elderly. And there is a waiting list. Tried that too.
Check the the local groups like Lions etc. Phone your local politician, go to the newspapers and tv - make a BIG noise -
You didnt say where you live, but remember the squeaky wheel gets the grease.

There is a state wide organization called Habitat for Humanity. Its an organization that gives low income folks a hand with building low income housing.
Ask in your local state agency for that information. Hope that helps. If all fails ask Boy scout organization to give some of their time, they need the time to get their badges.

Who is disabled, you or your sister. Q&A's.
Call your city or county's Housing Authority, Building Safety Dept. Just contact you closest Fire Dept. station and talk to them.
The VA only will provide a Brass Head plate for your Dad. Funeral expenses are not part of VA benefits. No matter what the children here think.
