Dog pee kills grass. Might kill cactus too - never seen a dog pee on a cactus. But that's got to hurt.

I hate Bermuda grass. I'm constantly pulling it out of my garden beds as well.
I've been meaning to try this, but haven't yet. There is a product called "Grass Be Gone" It will kill only grass, but the problem is that it kills all grass. Because Bermuda grows along the ground in runners any grass you spray around the cactus will kill the grass that grows into your yard. If you could sever the runners at the edges of your cacti bed then you may be able to protect the grass in your yard. This product claims to be safe to use around flowers, plants, shrubs, and ornamentals.
Here is a web site that sells it. Good Luck

I would try a herbiside with glyphosate in it. Make sure to read the directions carefully and spray directly on it it should'nt kill the cactus. After most or all is dead put abarrier around it, mulch, gravel, plaVinegar:
Spray the Bermuda with a 20% solution of Vinegar. It will only kill off the top growth, but with continued use it will keep your garden Bermuda free.

Bermuda grass is tenacious stuff. You may have some luck by digging it out from around the cactus, then installing a barrier. Get some thick landscape edging. If you get the black rubber kind that is shoved down several inches and just leaves a tidy rounded edge showing on the surface, it won't look bad.
Good luck!

Perfect solution for you: Get some brown paper towels or bags, and lie them in a thick pile of strips wherever you see the grass. In a few days, it will die by itself because it got no sun.

And, you'll be mulching around your cactus for moisture retention, as well as starting a mini composting station where the carbon from the paper products will be adding nutrients to your cactus.

You may have to repeat it next season, but for the remainder of this one you won't have to deal with those grasses

Well, I use the Ortho-grass B Gone. It hasn't killed any of my plants, but got rid of three different types of grass. I would take a sample of it to your local nursery or extension and see if they have any ideas as well.

Hire someone to weed a few feet around it, put a border around it and 4 inches of mulch.
