That's the kind of thing YOU have to stop...I know from experience. If you don't say anything to them, they'll keep doing it. They sure aren't going to suddenly learn manners! Ours last year raked all their leaves up and lined them up on the property line. Of course, the next breeze we got, they were then "our" leaves, even though we have no trees at all...

Because they are uncivilized and have no manners.
Call the polite police on them.
