Consider a 4% starch solution and a 10% starch solution separated by a semipermeable membrane

Not sure but is the answer: dialysis or osmosis??

surely osmosis will take place as the phenomenon is based on concentration of the solution and here we are just taking into account concentration of the two medium on the same basis movement of water takes place in plant

What exactly is your question? Osmosis is the diffusion of water from an area of high concentration to an area of low concentration, so if the membrane will not allow permeation by starch, then the answer is osmosis. If the starch permeates, then diffusion takes place.
