I do not understand America. The President seems only one in America that believes he is doing a good job. In every other civilized government, if the President is in error with his people, he either changes policy or the populace remove him.

Why cannot Americans be responsible for their government?

Some Presidents continue to do the right thing and not change with the wind or with what the poll of the day is. They are elected to a 4 year term.
All of our elections are peaceful. What you have described does NOT sound like a civilized government.
At least you admitted you don't understand America.

We are having some problems with democracy here. The conservatives have managed to convince a lot of people--not a majority but a lot of people--that corruption is okay if it gets you what you want, that laws are not important, only power is important.

I don't think there is any question that Bush has broken many laws. But his party, the Republicans, put party over country. For President Bush and Vice President Cheney to be impeached and removed from office requires a 2/3 vote in our Senate. Since the Democrats don't hold 2/3 of the seats, this would mean some Republicans would have to vote against their president, and this is very unlikely because they would be handing the White House over to the Democrats.

Our previous president, President Clinton, was impeached by the Republicans, even though they didn't have enough votes to remove him from office. Because of that, it was seen as only a partisan vendetta, a political circus. President Clinton's popularity reached its peak during the impeachment! So the Democrats don't want to do the same thing because it would only look like a political trick if they couldn't muster the votes to actually remove Bush.

However, every day Bush remains in office he does more damage to his party. Republicans in Congress are growing more and more worried about their own seats. And it might get to the point where they are willing to abandon Bush to save their own numbers in Congress. Especially now that polls show that a majority of Americans believe Bush should be impeached and removed from office.

Our laws work that whoever is elected president is in for 4 years at least - it's impossible to know how good or bad someone in such a high level & difficult position would do in only say, 2 years - having said that though, the re-election of bush as president does boggle the mind - as for your statement that every other government has someone removed or they're forced to change policy is not really true - they must receive votes of no confidence from their party & then there is a process by which the person is replaced by someone else - it's not an overnight process - it's very obvious you don't understand America

Because we are not a dictatorship. We can remove the president lawfully if he breaks the law, or commits acts which the majority of people don't want. You listen to too much media coverage. The media is liberal, the president is conservative, as are the majority of Americans. So, the liberal media prints their slanted version of what THEY think and make it sound like it is the majority speaking. And, we can elect a new President every 4 years if we want. We do this without bloodshed, riots, genocide or murder.
That's why WE are a civilized country.

Nonsense.
In America, just like in my country and every democracy, you must wait for an election before removing the president (unless he has broken the law or some other special circumstances are present).

If only millionaire criminals are on the ballet we can only choose between the two. I have never heard of another civilized country removing a president - other than voting them out. Trust me - we don't like our choices, either. Why can't the middle east, mexico, and most of the third world be responsible for their governments? That's just not the way it works.
