buying two parcel of land who has a right of way between, can i move the right of way on the side of the the gound i buy, instead of the middle,

If you own 2 parcels and there is a right of way easement as shown on a survey, you probably need to vacate it and need to talk to zoning about vacating and moving it.

Note: in the US there is a difference between a Right of Way and a utility easement. If you aren't sure which you are looking at, talk to the clerk's office

Most easements are for utility companies to allow them to repair or perform maintenance. Find out who holds the easement and speak with them about what you would like to do.
