There are many species of animals that do not make noise or calls at all.

A lot of marine species don't bother making sounds.

Sponges, jellyfish, starfish, urchins, clams, oysters, and tube worms don't have a voice.

There are many fish species that don't make sounds (although there are also quite a few that do).

Amongst mammals, a few critters like giraffes are generally noted for not being very talkative.

Almost all the invertebrates i.e animals belonging to annalida,arthropoda,mollusca and echinodermata dont have a voice.Even in vertebrates almost all animals can atleast grunt.
