You are shopping at a small specialty store where no food or drink is sold, and you need to use a toilet. Must the store have a public restroom facility? I realize this maybe a local or state issue so I will ask if anyone knows the answer for Sheboygan, Wisconsin.

No. That's not even a difficult question to figure out. If they were legally obligated, how could SOOOOOO many stores break such an easy to spot law violation?? Must not be illegal, that's why.

There may be laws for larger stores. As the first answer stated. If ALL stores were required to have public restrooms, inspectors would easily notice the violations.
