Vegetarians can eat anything (the same applies to everyone) but they choose not to eat certain foods. If you're a vegetarian it's up to you.
I'm sure animal cookies would be fine (for a vegetarian): they're not made from animals, are they?

It depends on what kind of vegetarian you are.
I'm a vegan and I don't eat cookies. But at places like whole foods they sell cookies especially for vegans or like nino savagios(if it's in your area). I'm not a cookie fan but i've never seen animal cookies made especially for vegetarians who don't eat eggs or don't eat dairy or don't eat both, but if they did then vegetarians could eat animal cookies. Lacto-ovo vegetarians eat dairy and eggs so they could eat animal cookies. Lacto-vegetarians don't eat eggs. Ovo vegetarians don't eat dairy. Vegans don't eat dairy, eggs, or honey.
