The quote is in context of communism. So that barbarous day would be Communist Revolution in Russia in February and October 1917. He claims it a failure by displacement and this fits with the Russian Revolution as well, since it displaced many economic and social groups that destroyed the economic infrastructure of Russia.

I think I need more surrounding text to be able to analyze that... but it does seem he is referring to the invention (so to speak) of Communism. The essay was published in 1889, before any communistic country had been established to my knowledge... but many capitalists were terrified of it...

I'm not sure if he made that comment out of context; but it only seems to refer back to the practice of Communism.
