Assuming you're using a windows computer, there are a lot of things you can do to increase performance, there are a lot of things that keep track of what you do to make it easier to go back to that or find it again, and after a few months of constant use, it starts slowing the computer down, and after a few years, it becomes horrible.
There are a number of things you can do, your computer keeps track of websites you visit, login information (if you choose it to), for example, when you log into Yahoo to post the question, there is a checkbox that askes you to remember your name and password, or just password, or etc, by checking this, a small file is created and put in a folder where it can access it later so you don't ahve to retype your password over and over again, which slows it down slightly, as it builds, to clear the cache in your Internet Explorer (the default Windows browser used to browse websites), all you have to do, is up on top, click Tools > Internet Options. It'll open up a new tab, and you'll see "delete Cookies" and "delete Files", deleting the cookies will start your browsing history a new in a way, it'll erase all memory of saved passwords, usernames, and etc on all websites, so if you don't know a password to an important website that you have saved, you may not want to try this, otherwise, erase them, and all you have to do is log in manually once (if you check save password), then, you may also delete files, these are files used to make websites load faster the second time around, images mainly, are saved and put in the folder so next time you visit the site, the picture loads faster because it doesn't have to download, clear that too. That should give you a decent increase in speed because the computer no long has a bunch of files stored up.
If you're using Firefox(another well used internet browser), just click Tools > Clear Private Data. Does the same thing.

You have a virus or worm consuming capacity.
Update your virus protection and do a scan and clean up whatever is found.
Go to the www.microsoft.com site and update all Microsoft security patches and load them.
These steps will take a long time thanks to the bug. Turn off all unneeded programs but this won't help much.
After this is done if the problem remains, we need to identify it by hitting control + alt + delete at the same time and then click on processes and click on the CPU heading - to make the cpu use sort in decreasing order (may take 2 or more clicks). Note what is consuming the highest cpu use, it should be system idle but probably is not. Identify the culprit and then do a search engine search on the named culprit and follow directions for its removal. If you are not comfortable with doing this, then get help.

Clean it up: ~
Go through a couple of safe mode starts (F8 on bootup). ~
Delete all the deletable temp folders and files C:\Documents and Settings\yourname.folder\Local Settings\temp
Then defrag your disc(s). Finally (or first) scan all with anti virus (recommended 30 trial of Pandasoftware.com).

Your computer might have slowed down from spyware,
viruses, cookies or errors. You can fix this problem by your self.
Go to internet options in your control panel. Open
internet options and click delete cookies and its best to delete all of them. if you are still having problems go to
circuit city formely known as radio shack.

It's probably infested with viruses. First though, I'd pull up task manager and see what programs are sucking up your CPU. You might have a hundred instances of Outlook running.
