Cleanest - Switzerland hands down
Peaceful - Some tiny, not-so-well-known island nation, islanders have low stress and not a ton of political strife
Law abiding - Probably a Middle Eastern country, women can walk their streets safely late at night

1.) The United States Of America - I'm not just saying this to be patriotic. But the USA is supposed to be the pinnacle of civilized man. (Note the term and usage of the words: "supposed to be" in that last statement.)
2.) The United Kingdom - A close second, if not tied for first, with the United States. Kind of hard to gauge if they are tied for first or not.
3.) Russia - I think you could be shot on site if you don't abide by the standards you have listed above.

I am gonna have to say Singapore is #1. I went there on vacation and everyone follows the rules. It is very clean. They have strict laws to make sure everyone keeps it clean.
Japan is #2. Also very clean and, for the most part(minus the Yakuza), is very law abiding. Japan is also very peaceful. Very little violence and crime.
I don't have a #3.

On the world stage, it's got to be Australia, followed closely by Singapore. I'm afraid the #3 honor isn't the USA. I'm thinking more of Canada or Japan or even Belgium.
