In India there are many cities which are called, but justifiably, "Temple City" - Kumbakonam, Madurai, Kancheepuram, Bhubanesvar, Khajuraho, Varanasi ..to name a few. However, is there a consensus on one of these cities as the true Temple City ? Which one really fits the bill ?

Madurai is the true one. Others are fake.

Madurai definitly..... because in olden times Madurai was one of the the biggest cities and the capital of the Pandyas. Also you will find hundreds for small shrines and temples scattered all over the city the most famous being the Meenakshi Amman Temple and the Koodal Azhagar Perumal Temple.

Bhubaneshwar is known as the Temple City of India

All of them are temple city. There are more.
However as far as I know authentically this name was first given to Madurai.
