Does anybody know if there is a law stating that in New Jersey tenants who rent a house are entitled to new carpeting & fresh paint on the walls after 3 years? If anyone knows how I can find out can you please leave a website link...

No I'm not aware of this law and I know several homeowners that have multiple rentals. Perhaps you put this on your rental/lease agreement. If you did, you have to live up to the commitment.
I suppose it's good home ownership- to maintain the property- but I'm not aware of anything legally.

we do have this clause stated in the lease that you sign. i dont know if there is a specific law that backs this up but it would be courteous of your landlord to do this for you.
