Well... If it's a writeable CD (R) and not a rewriteable CD (RW), that's perfectly normal and you can't do anything about it.
It's quite simple really... to be able to write to the file, you would have to burn the CD again over it... CDs are just not as versatile as hard drives.

If it's a CD-RW, it still may be impossible to change that. Though you can delete the file and re-burn it manually.

Well, if the CD is a CD-R then it will only ever be read-only because you can only write to CD-R's one time. You should use CD-RW's, they're so much more economical as you can erase and rewrite items to them to your heart's content.

Once data has been burned to a CD it can't be changed, therefor it is "Read Only".
