Sometimes they paint their faces in this pattern a la braveheart but only with blue and red to show impacts on air bags. The symbols are used in high speed video to guage velocities and spacial displacements.

It is so they can see exactly what happens to the dummy with the high speed camera.
Plus it gives reference points after the crash to assess the damage caused.

I am not certain, but my understanding is these quartered circles move and deform on impact; showing reference to various levels of trauma.

They are used for measurement. To see how far a point moves (from A to B) either up/down or forward/backwards.
