It is so they can see exactly what happens to the dummy with the high speed camera.
Plus it gives reference points after the crash to assess the damage caused.

I am not certain, but my understanding is these quartered circles move and deform on impact; showing reference to various levels of trauma.

They are used for measurement. To see how far a point moves (from A to B) either up/down or forward/backwards.
