Its a very loose term. It could mean alot of furnishings, or almost none.
Normally it would be things like--A table or two, possibly a couch or bed, maybe a couple chairs. Basically it would enough to get you started, but you will have to add alot more stuff to it.

Some furniture, but not everything. There is no standard so you should ask the landlord specifically what is included and if you have an option to have anything you don't need (or want) removed.
