You will need a business license for your location of your business. You may need a tax license if your service is required to charge, collect and pay sales tax. (Most services are exempt, but check the local laws.)
Check with the dump itself for a license to dump regularly.
You may also want to beef up your insurance for when hauling things which may fall out of the truck and into the roadway.
The local Clerk's office can tell you what other licenses or ordinances may be required for your business or can direct y you to the right office for this information. (Example, some hauling trucks must have a cover to prevent things from blowing out while the truck is driving.)

I can't imagine all the paperwork involved in permitting that in CA.
