When he drives up, have the guests along the side if the house he can't see. You can be out in front doing something. Get him up the walk fairly quickly & shortly before he reaches for the door handle, have them run out. He'll be surprised but not shocked, too startled.

It will not matter if it is a surprise or not...he is receiving the best thing ever by you giving him a party!
