NOt very rare. Many VIRGINS do NOT have hymens. They broke them through physical activity, an injury, etc. Some are even born without one. The absence/presence of a hymen is not a sign of virginity. A girl is a virgin until she has had sexual intercourse.

some do some don't. Depends on age, level of physical activity, etc. A girl without a hymen is NOT uncommon and can still be a virgin.
