I am assuming that English is a second or third -etc. language for you.

Don't be upset. English is one of the most difficult languages to learn because it's such a melding of so many languages. And dialects and slang changes almost from city to city. This says nothing about those native English speakers who completly butcher the language as a matter of course.

Two things: Practice and Mind Set.

Practice by listening a lot - especially to "talk-type" radio/tv. Even if you don't agree with what or how a topic is being discussed, your primary objective is to listen to English spoken at a rapid pace. I would begin with "talk" television shows where the speed isn't so quick. Oprah, Montel, etc. as well as "How To" shows come to mind. HGTV and FOOD Network are great for this because they cover a single subject in 30 minutes - with an obvious goal at the end of the show (a meal, a room make-over etc.). These are easy to follow.

This is at least a good start to the practice.

The second most important thing is mind set. That is, you have to "think" in English - much as you "think" in French or Arabic or what other languages you may currently speak. Let's assume that French is your primary language. Trying to find the "French equivalent" for words muddies your train of thought - and takes too much time to process. By the time your mind goes through your mind's list of vocabulary words looking for the French equivalent for, say, the English word "Dog" you have already been left way behind. Thinking in English allows you to grab most of the conversation through piecing the words you do know from their context.

As both your vocabulary and ability to think in English grow, you will get better and better at listening in English.

Get a book and the same book on a CD. Play the CD and read along with it.

It will stimulate the areas of your brain that deals with language development.
