make sure that the outlet is reading 220 volts, use a meter,if it is check the breaker that is feeding that outlet, and then check the nameplate amperage on your tile cutter, the amperage of tile cutter might be greater than your breaker.

Where are you plugging it in? Range recept? Dryer recept? I would suspect a faulty tile cutter but need more info. Take the cutter to a friends house and plug it in.

by trip, do you mean RCD or power breaker ?
The motor could well haev an earth leak ( RCB trip ). If its a wet cutter you might want to strip it down to make sure the motor armature isn't covered in water.
If the main breaker is tripping then you have a short somewhere, strip down, check it out. Invite a sparky friend around if you dont' know what to look for.
At least you know your house breakers are working !

You probably have too much going to one circuit. Try turning off any large appliances while using the tile cutter. Call an electrician to seperate some of your circuits.
