Mobo light is green, but PSU doesn't want to turn on.

I bought a new PSU and that also doesn't want to turn on. I'm not sure if my motherboard isn't working or what. I need answers before I rebuild another computer. Thanks!

Disconnect power supply from motherboard and devices (FDD, HDD, ODD) and just leave one fan directly connected. On the power supply ATX connector (20 or 24 pins), look for the pin with the green wire. With power supply cable plugged to AC outlet, short the pin w/ green wire w/ any adjacent pin w/ black wire. These are the same wires that lead to the motherboard and the power switch. If power supply fan and the connected case fan spin, the power supply could be OK. If nothing spins, the power supply is defective.
