All your roses really need to bloom is at least 6 hours of sunlight. I don't know how old you rose is, but if it is very young it could be next season before you see blooms. Another thing you can do to encourage blooms is to prune it correctly. On each of the canes find a set of 5 leaves and prune about 1/4inch from that set at an angle. Make sure the set of 5 leaves is pointing outward because a new cane with buds will grow in the direction the set of leaves is pointing. Finally feed the rose. Sprinkle some composted manure on the soil around the rose. Roses also love Fish emulsion which you can find and any garden center. If your rose is already getting enough sun, pruning, and food then just be patient and it will bloom.

I've always heard as a rule of thumb you fertilize roses in February for spring blooms.

The best tip I got from an old timer was to put bananna peels at the base of my plants. She said the plants like the potasium. Don't know the reason, but whenever I put the peels around my plants I get blooms within 7-14 days.

Cheap and easy give it a try and see if it works for you.

Erm, there's a type of fertilizer to make flowers bloom. The other one is to make the plant grow. Hope it helps?
Actually, one of my miniature roses doen't seem to stop blooming, I'm not sure why. But it's really pretty.
