I'm just curious, sometimes when I touch metal, I get electric shocks and sometimes when I accidentaly graze someone (people with dry skin types) I get electric shocks too. Why and how does these things happen?

you're building up static charge as you walk. when friction occurs, you get an imbalance of positive and negative charges. touching a conductor equalizes that imbalance, causing a charge.

Static electricity is building up on them and you are providing a circuit to the earth or ground. You will not get shock if you wear rubber gloves or rubber shoes.

Its from static electricity.
Synthetic clothes , the type of shoes you are wearing and current humidity are factors on how much of a shock you can get.

It is quite safe.
