you should ask the seller, not people in yahoo answers. people in yahoo answers do not control the shipping policies of amazon vendors.

njyogibear is correct. Amazon doesn't control the seller's policy either. They can bar a seller from Amazon if they wish, but they can't force any given policy on any given seller.
