The USA has tried for whatever reason to be very Kantian in that the rationale for doing something is more important than the end results because it has tried (and sometimes failed) to do what is right or what it ought to do.

It feels that it is trying to build peace and freedom for all for the long run even if it means going to war to do so. This makes it seem to be a peace breaker for the short run.

Since so many in the world are more interested in the here and now, to them the USA appears to be a peace breaker.

For a alrge percentage of peple a, around the world, America is not seen as a peace builder , most certainly. Also, they are not considered as peace breakers but they are seen as instigators of violence and as a centre of arrogance.

They create a large problem , at various parts of the globe and as they all flare up they are seen as peace initiators or moderators. In the name of saving the suffering millions they jump into the conflict and mess it up further.

This is the broad view.

But, for the educated people around the world , America is an economic power and to reatin their economic lead they interact with the government and create problems around the world. If there is world peace America has no role to play .

I think America views itself as the world's policeman and therefore a peace builder, whereas the majority of the rest of the world sees it as interfering and therefore a peace breaker.

It depends on the color of the opposing countries skin. If its white it's alright and if its brown its going down. In all seriousness though, it only depends on how we can advance the agenda of transnational corporations and the agenda of the Executive branch of the USA (they are responsible for foreign policy).
