Wait a few seconds and try again- I usually get that error the first time I click the removal icon, but 2nd or 3rd attempts succeed on my old IBM Thinkpad. Is this a USB 1.1 or 2.0 port that you're connected to?

This means that the external hardrive is still in use by some program or another.
I'm sure if you restart your computer it should definitely be able to 'safely removed', but of course this would be a hassle to do everytime.
Try closing all programs you are using first then try and safely remove hardware.

As long as you are not writing anything to the hard drive, there is no major problem with just unplugging it. Safely remove is designed to ensure you don't lose any data by unplugging too soon when you are in the middle of saving something.
However, it would be useful to know what is accessing the drive to stop you safely removing it. Try pulling up Task Manager (Ctrl+Alt+Del) to see if you can find out what is running.

I agree with all the answers, especialy privmic18. A lot of times you will have a folder open and not realize it. I have two Maxtors on my desktop, same problem. The real problem is if you have a briefcase compressed in the disk, perhaps in a back up and the briefcase is also on your desktop, that is a real hassle. Mostly though, I will find a file or folder either covered up or a program on the drive running in background. Good luck!

Have a Maxtor Drive . Had the same problem with the computer saying that the drive was empty and had to format the drive. I just plugged out the power and plugged it back in again. It did the trick for me. Hope it helps
