One other thing to mention is that in Europe, most countries have an under 21 squad, not under 20, so they focus on the UEFA U-21 championship instead. That's why the big European teams like England, Italy, Germany, France & Holland rarely qualify for the FIFA U-20, where they tend to enter their much poorer under 19 teams (if there's a good enough under 19 player, he'll be put in the under 21 squad instead).
The only "major" European countries to take it seriously are Spain & Portugal. So if you look back at the list of finalists you'll see that it's dominated by South American and African teams.
There's a massive and obvious difference between the U-20 and the World Cup. The World Cup (that Italy won last year) is the single biggest sporting event in the world, while the U-20 World Cup is something of a minority interest even among ardent football fans.

Each country has its own national team (eg. Italian national team), and some also have its own Under-20, and even Under-17 national teams (eg. Italian U-20/U-17 national team[s]). The U-20/U-17 basically says only players below that age can participate on the team.
So, for last years world cup which Italy won, you could have been 17 or 37 and won; whereas the U-20 world cup going on in Canada right now, you have to be under 20. That's all.

The World Cup is not a age grade tournament or sporting event whereas the FIFA U-20 is a age grade tournament meaning that only players that are under 20 years are allowed to participate.

Most of the players are under 20yrs old and was founded in 1977, way after the FIFA World Cup was founded. It is also held every 2yrs, instead of 4 for the other one

You have to be under 20 years old to play in the u-20 World Cup, hence the name. In the World Cup you can be any age. Did you really not know this or are you trawling for attention?
