you know how once a week you leave ur giant trash can/bin on the sidewalk, and the garbage men comes and pick it up.

would u get fine if u dont take in your trash can and leave it out the whole week?

my mom was yelling at me to take it in and saying how we'll get fine if we dont take it in and i didn't believe her

You need to stop whining and actually do what your mom says. It is not a matter of whether or not they fine your family. It is a matter of respecting your parents.

It is an eyesore and a potential traffic hazard. I have no clue about LA city ordinances, but it seems reasonable to ticket people who let their trash cans become traffic hazards.

It depends on the laws and regulations in the particular area where you live. Where I live, the homeowner's association requires that we bring in the cans from the curb within a specific amount of time, and they do have the authority to impose fines when people repeatedly violate the rules or refuse to comply.
