The answer is 23.

First, let's show 23 is not possible.
23 is not divisible by 7 or by 5.
Subtract 5 to get 18 - which is not divisible by 7.
Subtract 5 more to get 13 - which is not divisible by 7.
Subtract 5 more to get 8 - which is not divisible by 7.
Subtract 5 more to get 3, which is less than 5 or 7.
Hence, it's impossible to score a 23.

Next, let's show that all numbers above 23 are possible.
24 = 2*7 + 2*5
25 = 5*5
26 = 3*7 + 5
27 = 7 + 4*5
28 = 4*7

Any number higher than 28 must therefore also be possible, since such numbers must be some multiple of 5, added to one of the numbers 24-28.

Hope that helps!

Using a standard dartboard in which you are restricted to the regions 5 and 7, the highest possible score is triple 7.

If you get 3 darts in a single turn then 3(3x7) = 3x21 = 63
