My friends is having her 20th birthday next month, and need an inexpensive gift.

The best thing to do is to go to a store that seems pricier and buy her something from there. It seems like you spent more money on the gift (which in today's society (unfortunately) equates to more thought and meaning). Additionally, don't get them a gift certificate because although it seems practical, if you want to impress them you should actually get a gift. (Besides which, a gift certificate shows how little you spent while a gift hides how little you spent). Maybe try a place like chapters and get her a book or go to a clothing store and get a shirt. For even less than that, try to search for things like a nice necklace or bracelet from a place that is unique. If that all fails, nothing says thoughtful like a picture frame.

A hand-made gift, such as a bag, purse or something.. inexpensive and comes straight from the heart.

Or get a bunch of friends together and each of you can chip in a little to surprise her with a birthday cake or something. That would mean a lot too.

3 year olds love dolls, they are in a position to on no account have too many. you may p.c.. up a doll at just about any funds. not barbies a toddler doll. 3 year olds like to repeat their mums and fake play lots.

well you could start checking all the coins you have and ask family members to do it to for her birth year on them .....
try to get as many as you can....
then buy a nice little coin purse and give it to her with a note about the coins being from her birth year ...

she should hopefully be please that you went to so much trouble looking for them...

Get her a "toy" you can both pretend it is a joke, then she'll take it home and use it anyways. Every 20 year old should have one.
