I'll assume you mean in LA - the capital of stuff like that. First off you need to get an agent, then they send your headshots out and you get auditions off that. If you're non-union (meaning: not SAG, the Screen Actors Guild) there are newspapers sold around LA (Eg. backstage west) that have listings for non-union commercials that you can just mail your own headshot in for and hopefully get auditions off that.

FYI, once you become a member of SAG, you can't do non-union work.

You can probably do it right there in Houston. But you will need to be represented by an agent. So, go to the yellow pages and find one. Call them and make an appointment for an interview for representation.

You can't unless your talent agent gets a commercial audition for you.
