Lets say i built a new pc from scratch and ordered a new hard drive. would it be able to install an os ?? i mean if the hardrive was straight out of the box, would it need drivers of some sort or would it be able to install the new OS with no problem? *rememberthe computer im building is all brand new parts, never run on and OS ever* Thx

Yes, you can do that. Most new hard drives come with software which will format the HD in the style of choice. After formatting, you should be simply able to install the OS of your choice.

Yes, it is fairly easy to format & load an OS on a new HD.
Just follow the promts, and make sure when your setting up your HD as the primary HD., that it is set for MASTER.
Not SLAVE. ( slave is a secondary HD).
