I grew up just south of Va. Beach, VA and I can tell you that unless you're a polar bear, March is not a good time to go to the beach. The temperature that time of year is vary variable. I can be warm (upper 70s), but is can be clod as well (below freezing). It all depends on what that weather pattern is like on an given day. Typically the weather will be in the 50s-60s in March. There is not persistent rain that time of year as rain events are typically the result of frontal passages with a finite duration (several hours to a few days). In March, the ocean temperatures are in the 50s-60s. I don't know about you, but that's far too cold for me to swim. If you're interested in spending time on the beach in march, I would look for destinations further south. However, there are still plenty of fun things to do in Va. Beach that time of year, but I wouldn't list playing in the ocean as one of them.

Sorry, can't tell you about the weather there, but If your into Psychics, In Virginia Beach there is a library there dedicated to a man named Edgar Cayce, Who has tons of readings, even about the weather, if you want, and polar changes of the earth if you're interested. I've never been to VA, but I would like to no matter what the weather to go see this place. If you're interested it's www.edgarcayce.org and you can visit it maybe if you go. Go to the following web address for NWS Wakefield VA: http://www.erh.noaa.gov/er/akq/ . On left menu, choose "local climate"...you'll be able to access climate information for several sites in eastern VA, including Norfolk (the closest one to Virginia Beach with weather records).
There is a considerable amount of weather information on the Web, not just climate records, but forecast information and real-time weather data (radar, satellite, observations, expert opinions, etc). Well, I was at VA beach a few years ago in mid March and it was windy as hell and about 35 degrees.
