Video card could be dead, doubt it, power supply is probably dead

Does the monitor LED come on? If not try unplugging it from the system to see if you get a test pattern. If nothing then you monitor is probably dead.

If the monitor LED is on, then it might well be not getting a signal from the system and is just in sleep mode. Again unplug it and see if you get a 'Check cable" message or some form of test pattern.

Just because your fans and drives spin up does not mean that your system is working properly, it just means that your power supply in the tower is working.

Check all cables are secure, check that all cards are inserted fully.

Pull the power cord from the back of the system for 30 seconds, to really power it down, just in case it has gotten locked up somehow.

Try swapping the monitor from another system.

1) Check the cable connecting the monitor to the CPU is secured.
2) If you have another working pc or laptop, you can confirm that the monitor is working by connecting the monitor to this.
3) You may have a loose VGA card (you did not hear any beep on startup?) or more likely a RAM chip.
Turn off your computer, open up the casing and make sure these are seated properly in their slots.

Try checking the power supply cord between the tower and the monitor. I have a dog and two cats and have had that happen to me.

doesnt turn on? or doesnt have an image?-if it doesnt turn on you might check to see if its plugged in to a different source that may be bad.-check and see if it has a reset button.--no image could possibly be a brightness thing or a positioning issue. some older monitors have soldered in fuses, maybe one is blown--Also make sure video cable is connected correctly.
