Which flower smells like black pepper.. I think it has 4 long flowers on a long stem?

You may be thinking of Monarda "Bee Balm" smells like strong black pepper. Sounds like a description of Bee Balm as well. Here's a pic so you can judge for yourself. There are several different varieties so you may have to do your own search.
