Setup a hidden camera and catch him in the act, and send it off to the police.
Sue him in small claims court.

You are entitled to quiet enjoyment of your home. Although your landlord can come in unannounced if there is an emergency, he can not legally come in just to snoop around. The first thing I would do is lock up everything you don't want him to see. You are entitled to privacy. The second thing I would do is check your lease to see what kind of notice he is supposed to give you when he is going to enter the property. Then, write him a letter and tell him his actions are outside the scope of your lease agreement, and cite the language in the lease that states your rights and his obligations . If that doesn't work, you can either consult an attorney, take him to landlord's court, or consider moving. If you can afford to, you may want to put in a security camera and catch him in the act. Start documenting the incidents. Do other tenants in the building have the same experience? If so, join together with the letter. There is power in numbers. Good luck to you.

a landlord does NOT have the legal right to enter a place YOU rent from him UNLESS there is an emergency situation (fire, tree falling on place, flood)...he does NOT have the right at ANY TIME to go through your things. The only other reason the landlord has a RIGHT to be in your place is if you ASK him to come to do repairs or LOOK at something that is broken or needs repairing... he CANNOT just walk in any old time he wants---that is an INVASION OF PRIVACY and he CAN be charged in this case... your best thing to do at the moment would be to tell him he is illegally invading your privacy by entering your place without your knowledge... and tell him to stop---if he gives you a song and dance about it tell him his entering IS against the law and you WILL bring him up on charges if he continues entering your place when you aren't home. Tell him if he doesn't stop, you will find a new place to live and PLACE AN AD IN THE PAPER stating that renting a place from this landlord will cause you to lose all privacy....and put his name and address of your place in the ad. He won't like the bad publicity .....

I'm all for confronting the landlord. You'll probably not ever get him to stop, so tell him you are aware he enters YOUR apartment without any reason and goes through your things. Ask him if he wants to keep you as a tenant. Tell him the next time anyone comes in your apartment without any notice, you are calling the police (you will need proof). And then, get prepared to move. He's getting off on going through your things. What a creep!

If you have something in your place that needs to be repair that is the only time a landlord can enter your place, and he is to inform you in writing that he will be at your place, if he just shows up and comes in then you need to change the locks. If he said something to you about why the locks have been change tell him you don't want him in your place when your not home. Tenents have rights too.
