In theory, the lowest 10 digit number using the given numbers would be 0123456789, but this would be a 9 digit number since the 0 at the beginning would be dropped. The next lowest number to put at the beginning would be 1, so swap the 0 and the 1 and you get

I'll nominate -9876543210. Hey, nothing in the problem says the number can't be negative.
If you allow exponents and factorials and such, then it's of course possible to get way, way smaller than that.

I would think, 0123,456,789 EDIT I forgot 0 isn't a digit when it's the first number. So I guess my answer sucks.
