My computer is about 4 years old it is a Dell. Should it being getting so hot that you can't touch it after only being on for 15 to 20 min. The fan is runing but doesn't seem to being helping.

Well, overheating laptops are something to worry about. Avoid leaving it on for long periods of time, and turn it off when not in use. First of all a battery normally gets hot after the computer has been on for an hour or even more. Did you happend to leave the battery plugged in the laptop for more than an hour? If this is not the case then something is wrong with the battery. Did you check the DELL website to make sure your battery was not one of the recent recalls that DELL had? Contact DELL and they should be able to help you. I had a DELL and all I did was go on their live chat help on their website for a solution.

I bet the cooling fan, cpu heatsink and the air passages are dirty that is why the heat builds up rather than being blown away. Have it cleaned and stop using it on top of the sofa, the bed, the comforter and other materials where the cooling fan may potentially absorve fibers that could clog the cooling system.

If your touching the battery then yes, it could be. If you mean the top part by the keyboard then no.
