It means soil that drains well, water will run through it quickly but water will still be retained in the soil. If you have clay soil, the water will still run through quickly, but water will not be absorbed in the soil.

It is loose soil that doesn't pack against the roots so water and nutrients can reach them. Some people use vermiculite mixed with their soil to achieve this.
